Depends on what your looking for; if you mean a long ranged artillery weapon that shot arrows/spears/javalins... , the first would be an Oxybeles. Which was a sort of mounted and stationary Crossbow. This later evolved into the Ballista, which from this form was either mounted or wheeled into combat as an artillery device.
Oxybeles functioned the same as a bow by relying on pure applied force of a string or rope, drawn by mechanical means, whereas the Ballista and later seige weapons (catapult/Onager/etc...) relied on Torsion based force - that is, by drawing the string around a mechanically moved drum and releasing.
