I would say yes. As a student at Memorial University, I can honestly say that MUN has an excellent Engineering Department. Plus, we have one of the cheapest tuition rates in all of Canada :)
I would say the best University for Software Engineering would be University of New South Wales as they have quality labs and sufficient equipment. Also the teachers are excellent.

The BU Metropolitan College has a different focus from the BU College of Engineering and the two cannot be compared in terms of one being better than the other. While it is possible to begin in the Met College, you would have to transfer to the Engineering College to obtain an engineering degree.
If you are in a good position, I would recommend that you do a major in biomedical engineering from the start just for continuity.
There really is not a "best" in this case. If you are interested in building and maintancing computers, creating programs, maintaining and creating internet networks then computer engineering would be better for you. If you are interested in building, maintaining and analyzing electrical systems then electrical engineering would be better for you.

At the moment, computer engineering jobs don't seem to be available, or at least accessible through online employment sites. You could probably obtain better results by contacting your university/college's engineering department and inquiring about guidance or possible job opportunities that they would recommend, based on your training and background.
For me it would be University of Liverpool. By the end of the program, you will have gained a comprehensive understanding of the engineering principles required to develop the correct application of your studies.
