Yes, non-registered users can see everything a registered user can, but they are very limited in what kind of edits they are allowed to make. Unregistered users can ask and answer questions, view question answers, and view user's edit history. However, they are not allowed to rename questions, or edit answered questions.
All WikiAnswers users, even guests, have the ability to recategorize any question, with some exceptions:The question is protected. Users who are not supervisors cannot recategorize a question when it is protected.The question is in the catch-all category. Questions in the catch-all category can only be recategorized by a catch-all category supervisor (not just a normal supervisor).You are in limited access mode or blocked. When you are in limited access mode or blocked, you have no modifying powers and can only read questions and answers; you cannot recategorize any questions.If the question is not protected nor in the catch-all category, and you are not in limited access mode or blocked, then you are allowed to recategorize the question. If you are having issues doing so, make sure you are opening and using the categorization pop-up properly.To navigate to the pop-up (if allowed on that question or to you), you can click on the "Edit Categories" link to the right of the current categories it is placed in on a question home page, under the large text that is the question. Alternatively, you can look on the left-hand side on any question page and click on "Edit Categories."Check or uncheck the boxes corresponding to the name of the category(s) you are trying to move the question in or out of. Keep in mind that any question can belong in no more than three categories; the system will not allow you to exceed this limit.When you are finished, click on the "save" button, otherwise your category changes will not be saved.If you are still having issues recategorizing one or more questions, contact a supervisor or community assistant for extra assistance.

Supervisors should be well-rounded in terms of their knowledge of the site. That includes knowing how to ask, answer, edit, and recategorize questions properly.

A bronze contributor requires 500 contributions. It is quite easy to reach if you recategorize lots of questions!
The Batch Recategorize tool is available only to Supervisors because of the power of this function and the possibility of abuse by users could be too extreme for the site.As a supervisor, the batch recategorize tool is accessed through Advanced Search, located at the top of every page within WikiAnswers. By using the Advanced Search, type in a keyword in the first search option and narrow the search results by including or excluding categories or by limiting the results to answered, unanswered, or all questions if needed. Once the search results have appeared, you can click on the big, orange Recategorize button at the top of the results and the page will convert into Batch Recategorize mode.To exit batch recategorize mode (and still remain in advanced search), just click the X in the corner of the popup box containing WikiAnswers' category tree. Important: Please read every single question that you are about to recategorize through batch process before selecting it to move. Do not just use "Select All" and assume every question containing your keyword(s) are about the same subject matter.
