Regular contributors may edit their own profiles, and Advanced Supervisors may edit anyone's profile.
This all depends if one has the newer profile, in which the features for the bio part of the newer profiles have not been released. However, those who have the classic profiles simply need to click beside their username 'edit this page'.

Advanced Supervisors are those who work in the catch-all categories organizing and deleting questions which don't belong on the site. Advanced Supervisors are also given a few more extra powers such as the ability to edit profiles and other things. So, some Senior Supervisors have the ability to edit profiles, and some do not.

There are Advanced Supervisors and there are Senior Supervisors. Senior Supervisors supervise a top-level category such as Animal Life or Health. Advanced Supervisors are those who spend time organizing the various catch-all categories as well as Harmful Questions to Delete. Advanced Supervisors have the ability ("advanced powers") to delete questions from the database permanently and edit profiles, among other things. Most Senior Supervisors have advanced powers (but not all), and many Advanced Supervisors are not Senior Supervisors.

Anyone can edit unanswered questions. But you must have a minimum of 100 contributions to edit answered questions.
