First of all we have 3 levels of burns:
First Degree: redness in the area + minor pain
Second Degree: redness + minor to medium pain + white blisters
Third Degree: black skin + smell of scorched skin and muscles + Severe to NO pain (the nerves might be too ruined for him to even feel the pain, or the body filled it-self with "self made pain killers")
so obviously you treat the worst burn first and only then treat the easier, BUT! some times you will first treat easier burns if they are on special harmful locations including:
above an artery
on the chest
on the belly
on the neckha
