I had a whining pump in my 2000 S70. I flushed fluid in the system and put synthetic Transmission Fluid in the system. It has been working great !
You might have air in the system also. If you decide to flush it takes about a quart of fluid and it doesn't take long to pump it out. Disconnect the clamp from the bottom of the pump reservoir ( you will need a new clamp ) and turn the car on. If possible have someone with you so they can turn the car off so you don't burn up the pump. Make sure there is fluid in the system while running the car. Don't continue to run the car and DON'T turn the steering wheel.
I just gave it a try because I was tired of hearing it whine. It worked. Maybe I got lucky, but I don't hear it anymore. I have had no problems with the steering since.
