Need more information to identify the stamp! I haven't been able to identify an 19 cent with a profile. The 19 cent stamp of the presidential series contains the profile of Rutherford Hayes, the 19th president.
Hayes is on the 19 cent stamp issued in 1938.

It was issued on November 19, 1998. The H make up stamp had a face value of 1 cent. It can still be used for one cent worth of postage.
According to the USPS web site the "H" rate stamp has the rooster on the weather vane and was a 1-cent make-up stamp issued November 19, 1998. H 33 cents 1/10/99 and the H makeup rate 1 cent

Scott #596 is unwatermarked, and extremely rare. It pictured Ben Franklin and was a 1 cent stamp. It measures 19 x 22.5mm, perf 11x11 and is on soft paper. I have not been able to find a price, but imagine it would be worth many thousands of dollars.

This is a common US regular issue stamp. There are two versions, but both are still common. If you want to buy just one it will probably cost you from 10 to 25 cents at a stamp store for a used one-- probably a little more for a mint copy If you want to order it by mail, you would have to pay postage and handling in addition. Dealers get them as part of larger lots for almost nothing per stamp- say 10 cents if mint and 1.4 cent if used. The money they would charge you for it is mostly for labor. I think it is a nice stamp and I would certainly keep a nice copy for my collection. If you have more than one, it is a little more scare than first class stamps - try to get another 19 center for it , or maybe 2 common commems.
