This starts with conservation legislation of Presidents Teddy Roosevelt, William Taft, and Woodrow Wilson.
This legislation was to create a 'naval petroleum' reserve in Wyoming and California, the three (3) Oil fields were Elk Hills and Buena Vista both in California and the other field was 'Teapot Dome' in Wyoming.
At the time there were many politicans and private Oil companies that opposed these 'restrictions'. One of the politicians was Albert B. Fall, who later became President Warren G Harding's Secretary of the Interior.
Fall then convinced the Secretary of the Navy Edwin Denbyto turn the control of the oil fields over to Fall, the Secretary of the Interior.
This is where it get's juicy. Fall then moved to lease the fields; Teapot Dome to Mammoth Oil Company (Harry Sinclair), Elk Hills to Pan American Petroleum Company (Edward Doheny). For these lease's Fall received approximately $400,000. This came out in 1924 due to Senate committee finding's of Fall's sudden rise in financial stature. Finally the U.S. Supreme Court ruled that even though the leases were legitimate, they were received by illegitimate means and in 1927 they invalidated.
In 1929 Albert Fall was found guilty of 'bribery', he was fined $100,000 and served one (1) year in prison. Harry Sinclair was later sentenced for jury tampering and Edward Doheny was acquitted in 1930.
It goes down as the first finding of corruption in American Politics.
