In World War 2, Britain declared war on Germany in 1938, Canada joined in 1939 along with Scotland, Ireland and France. I believe that the US declared war after the bombing of Pearl Harbour - the US was one of the last to join in the world war.

Why Americans didn't win the War of 1812?

For the Americans to win they would have had to defeat an entire British army as was done at Yorktown, thus forcing the British to give up and leave. As it was, the War of 1812 was simply called off without a winner, as a provision of the Treaty of Ghent.
