What role do executive agencies and independent regulatory agencies play concerning laws?

Government agencies fall under the Executive Branch of government and have no role in making LAWS themselves. However they can suggest the need for legislation to Congress and request that Congress consider new law to cover the perceived need.

What request from the US Congress did President Grant refuse to comply with?

Although post-civil war presidents were mostly compliant regarding requests for executive information by the US Congress, President Grant believed one such request so much pure harassment and refused a particular Congressional request for executive information. It seemed that the House was resentful over Grant's Summer retreat to Long Branch, New Jersey. They demanded to how many executive acts he performed while away from Washington DC. Grant rejected the request as being trivial and spiteful.

Can Presidents request the extradition of a person for a crime committed in their State?

Congress doesn't have the power. The Congress is the LEGISLATIVE branch of the government. The Department of Justice (which is part of the EXECUTIVE branch of government - among other agencies) has the authority to take possession of prisoners who have violated federal law, from any state or US possession.

What were the flaws of the articles of confrederation?

The main flaw was Congress inability to control the states. As shown by Shay's rebellion, Congress was unable to organize a military. Congress had no power to tax states- could only request money. Congress had no power to regulate interstate or foreign commerce. And no executive power. No way to enforce laws.

What is the job of the OMB?

The Office of Management and Budget is part of the executive office of the president. It reviews and approves proposed federal agency budgets before forwarding the budget request to Congress. Only Congress can appropriate money for federal agencies, although as a rule of thumb, they end up modifiying only about 10 to 15 percent of the budget request. The timeline goes something like this: since the federal fiscal year starts Oct. 1, the president has to send the budget to Congress by early February. So, OMB reviews agency spending plans during the summer, sending a "passback" (i.e., proposed changes) to agencies in the fall. A final consolidated budget is then sent to Congress by late winter. The budget side is the largest part of OMB. The "management" side issues directives for federal agencies to comply with in the managament of information technology projects, financial statements, etc. How seriously those directives are taken depends partly on who issues them and the size of the receiving department. A smaller agency has more to fear from OMB then, say, the Defense Department.
