Why political executive is more powerful than permanent executive?
In a Democratic country, two categories make up the executive. One that is elected by people for a specific period , is called the Political Executive. Political leaders fall in this category. In the second category, people are appointed on a long-term basis. This is called the Permanent Executive ( Non-Political Executive ). Civil Servants fall in this category. They remain in office even when the ruling party changes. One reason because of which Political Executives are more powerful than the Non-Political Executives is - 'Non-Political Executives work under Political Executives & assist them in carrying out the day to day administration. ' Another reason because of which Political Executives are more powerful than the Non-Political Executives is - 'In a democracy the will of the people is supreme. The Minister is elected by the people & thus empowered to exercise the will of the people on their behalf. '
