In many ways dogs are smarter, as they can be trained to do various things, whilst cats are a lot harder to train suggesting they are not as clever. Dogs are smarter I still believe cats are smarter, scientists don't know everything, just because a dog is easier to train, that doesn't PROVE that dogs are smarter, dogs learn tricks to please us, many people believe dogs are smarter because when we compare them dogs are more cooperative and are willing to take the test, however cats see no point, that's smarter to do. The cats brain is more like a human brain and they have a thinking brain, but dogs don't, cats can even solve problems! while dogs can't, a cat is smart enough to know not to run after a toy after it's fell in a river.
Even though I love dogs and cats, I think dogs are smarter. This isn't a fact though, I think dogs are smarter because they can hunt wild animals, do cool tricks, there smart (some) and save people. Why do you think dalmations are firefighter dogs and german shepards are police dogs? Cats are mostly cuddlers, they can jump high and stuff but they can't always firgue stuff out. So you test a cat or a dog if there smarter. It'll be Are you smarter than a dog or cat LOL :P

Also, all the other answers you will most likely get are biased, because of course the dog people will say dogs are smarter and all the cat people will say cats are smarter.

I have been counting the carcasses of road-kill animals for the last month along a stretch of road. Having observed no crows but a dozen cats, I infer that crows are smarter than cats.
