There is no specific answer to this question. It depends on who you define as "country," and depends on how you count record sales. If you have a loose definition of country, Elvis Presley would easily be number one, with conservatively estimated sales of more than half-billion records sold worldwide. If you go strictly by sales that can be accurately counted, Garth Brooks is at the top of the list. The reality is that many artists have sold millions of records that cannot be accounted for, particularly Presley, Eddy Arnold, and Johnny Cash. In estimated counts, the next best selling artists after Elvis are Dolly Parton, Kenny Rogers, and Brooks. Again, these are artists with a lot of "cross-over" success; much of their sales are attributed to the pop charts, but they are more or less "country" artists. Their sales are in the 200,000,000+ category. Patti Page is also in this rarified air, but like Elvis she is mostly regarded as a pop singer with numerous country chart hits. Right below Parton/Rogers/Brooks are Johnny Cash and Eddy Arnold, also with significant "cross-over" success on the pop charts. (Arnold was the "Kenny Rogers" of the 1940s). The problem with these two artists is -- particularly in Arnold's case -- it is impossible to collect an accurate count of their record sales. That is true for almost every artist listed here, however, all counts are somewhat innacurate, counts prior to 1970 are sketchy, and counts prior to 1958 (when the RIAA was established) are virtually nonexistent. Next on the roster would be Reba McEntire and George Strait. Now, if we go strictly by the books, the list leads off with the aforementioned Brooks, followed by George Strait, Kenny Rogers, Shania Twain, Alabama, Alan Jackson, Reba McEntire, Tim McGraw, Willie Nelson, Dixie Chicks, Brooks & Dunn, Faith Hill, Vince Gill. These figures are not an accurate reflection of overseas record sales, do not account for records sold prior to 1958, and do not account for under-reported sales. Most musicologists would bypass Elvis and give the laurels to Garth Brooks, but with sufficient research they would be compelled to add an asterisk.
