According to studies and polls which have been conducted, NO senators fully read the bill.... Which is no different than any large bill passed by Congress. Congress members work on specific sections, and rely on other members (and their leadership) to explain the other provisions they didn't work on. The hitch here is that it appears that the leadership was never able to provide a full summary of the PPACA to members, so members voted on it based on a bit more faith and trust than normal. But it's hardly uncommon for this to happen.

Senators serve 4 year terms and House members serve 2 year terms, the House makes up the lower of the two congresses. Now each state has 2 senators in the US congress, but every 450k people get a member in the house of Representatives if i recall the math right. Hope this helps
