Who baptizes in the Mormon church?

Yes. In order to become a member of the Church of Jesus Christ of Latter-day Saints (the "Mormon" church), you must be baptized. Baptism can take place anywhere, but must be done by immersion and performed by the proper authority (one ordained as a priest in the Church). Mormons do not baptize anyone under 8 years of age, as they believe young children are innocent in the sight of God.

In the Church of Jesus Christ of Latter-day Saints (the "Mormon" church), baptisms may be performed by any male who has been ordained a Priest. Most male members of the Church who are at least 16 years old have been ordained as Priests and are qualified to perform a baptism. Because of this, it is typical for Mormons to be baptized by their fathers, grandfathers, or older brothers. Converts are often baptized by the missionaries or a friend in the congregation.

In order for anyone to perform a baptism or to receive baptism they must first have the permission of their Bishop.

Yes, you can. Any worthy Priesthood holding man can baptize you into the Church of Jesus Christ of Latter Day Saints. When I was of age, at eight years of age, I asked and had my father baptize me into the church. I requested the Bishop to provide the confirmation to receive the Holy Ghost and be a member of the faith.
