The British Prime Minister from 1800 to 1804 was William Pitt the Younger. He was known for his leadership during a time of international conflict, including the Napoleonic Wars. Pitt implemented economic and administrative reforms, such as the creation of the income tax to fund the war efforts and the Act of Union with Ireland.
No practising Jew has ever been prime minister of the United Kingdom. Benjamin Disraeli (1804-1881), though baptized at the age of 13, was (and is) widely regarded as a Jew - at least by birth. He was prime minister in 1868 and again from 1874-1880. Disraeli was the only British prime minister of Jewish origin.
There were two men, both called William Pitt, who were both Prime Ministers of Britain. The father, Pitt the Elder, was co-Prime Minister from 1757-1761 and sole Prime Minister from 1766-1768. The son, Pitt the younger was Prime Minister from 1783-1801 and 1804-1806, through most of the period of the wars with Napoleon Bonaparte.
"What Prime Minister did Jacques Cartier replace," you ask? The most well-known Jacques Cartier did not replace any prime minister. He was French explorer who claimed what is now Canada for France. There was also a Jacques Cartier who was a businessman and politician in Lower Canada in the late 18th and early 19th century. He was elected to the Legislative Assembly of Lower Canada in 1804 and reelected in 1804. His grandson, George-Étienne Cartier, was a French-Canadian statesman and is considered to be the Father of Confederation.
There were no 1804 British Sovereigns minted. The Sovereign was reintroduced into the currency in 1817.
There is no residency requirement. The leader of a political party which obtains the most seats in an election becomes Prime Minister, so that person could have been in Canada for a day and became Prime Minister.

Rajiv Gandhi was the youngest prime minister, India has elected yet. He was 40 years, two months and 11 days old when he was sworn in as prime minister on October 31, 1984, the day his mother was assassinated. Two months later he won a rousing victory in the general election, winning more Lok Sabha seats than anyone before him or after him has done. His mother (Indira Gandhi) was 48 years, 2 months and seven days old when she succeeded Lal Bahadur Shastri as prime minister (That makes her the 2nd youngest PM). Her father was 57 years, 9 months and 1 day old when India made its tryst with destiny on August 15, 1947 and Nehru was sworn in as the nation's first prime minister. V P Singh was 58 years, 5 months and 7 days when he became prime minister on December 2, 1989.
