Besides the priest, only an ordained catholic Deacon.
Roman Catholic AnswerUsually the celebrant, the priest (or Bishop) presiding at the Eucharist, reads the Gospel, so the question should probably read: "who, besides the presiding priest (or Bishop) may proclaim the Gospel?" And the answer would be: any other concelebrant bishop or priest; or any other bishop or priest at the Mass; or a deacon. And only a bishop, priest, or deacon may ever proclaim the Gospel at Mass.Besides the priest, only an ordained catholic Deacon.Roman Catholic AnswerUsually the celebrant, the priest (or Bishop) presiding at the Eucharist, reads the Gospel, so the question should probably read: "who, besides the presiding priest (or Bishop) may proclaim the Gospel?" To proclaim simply means to read or announce. Proclaiming the gospel and the other scriptures is the job of the lector.
On weekday masses a homily is highly encouraged but not mandatory. Thus a priest may lawfully choose not to preach on a weekday mass. However, on Sunday and on Holy Days of Obligation a priest is never permitted to omit the homily. A priest may choose to give a short homily, but it is never permissible to omit the homily.
The Homily follows the Gospel Reading in a typical Mass service. It is basically where the priest explains the Gospel Reading and talks about the faith you are at Mass to pursue. It usually lasts around 10-15 mins. A Homily can also be called the Sermon.
The readings end with the Gospel, which is followed immediately by the Homily. Right after the Homily the priest and congregation renew their faith by reciting the Nicene Creed (at most Sunday Masses and Solemnities). On a weekday that is not a Solemnity (major feast) the homily would be followed by the Intercessions.
the priest does this because he wants to respect jesus
The homily is the only time that the priest gets to instruct the vast majority of Catholics who do not make time to continue their education or think deeply about the things that they just heard in the Scriptures.
A sermon or a homily
It depends on the church, the priest, the day, the readings, etc.

The priest delivered a heartfelt homily during the Sunday church service, urging the congregation to show compassion and kindness to others.
One essentially listens to the Word of God, attentively. The Liturgy of the Word is God actually speaking to you through His priests and ministers. As it is God, Himself, who is speaking to you, you need to listen with reverence, respect, and your full attention. The readings are taken, one from the Old Testament, one from the writings of the apostles (N/A for Weekday Masses), and one from the Gospel. This is followed by the Homily. Both the Gospel and the Homily are said by only the priest.
