It is not known who exactly brought the Simmental breed into the US, but there were several reports of when Simmentals were brought into America:
"There are reports from a variety of sources indicating that Simmental cattle arrived in the United States before the turn of the century. Simmental were reported as early as 1887 in Illinois, according to one source; in 1895 in New Jersey; and in both New York and New Mexico around the 1916 to 1920 period."

Producers commonly call this type of cow a red-white-face or a red-baldy. However, modern-day Simmentals have this colouration, especially the Fleckvieh-type Simmentals. Cows of this colour pattern are primarily beef cows. It's not common to have a dairy cow with this sort of colouration, even though Simmentals have been used in Switzerland as a dual purpose animal: for beef and milk.
I don't think these are Angus cattle. However, it could be a very mature Angus bull with a pronounced dewlap, but my hunch is that you're looking at Black Simmental cattle with an even heavier dewlap (which is typical of all Simmentals). Today, Simmentals are getting to be looking more and more like Angus because of the Angus genetics being put in to these full-blood Simmentals.
