Mesopotamia is not a country because it does not have any states. If Mesopotamia was a country, it would be highly innacurate. If it wanted to be a country, it would have to have many states.

Their city-states were in today's Syria and Lebanon, plus Carthage in today's Tunisia. They also established trading centres around the Mediterranean and Black Seas, and in Mesopotamia.

They established city-states in today's Lebanon and Syria, a colony in Tunisia called Carthage, and trading stations around the Mediterranean and Black Seas and in Mesopotamia, with visits to Cornwall for tin.
