Who invented werewolf?

well werewolf's where made up by a man who calmed that he had seen a half man half wolf but it was probably just a wolf on it back legs. Anyway the villagers believed his story as it was true. It also may have come from germanic myths or other explanation stories where the god children of other evil gods would often take wolf forms, such as hati who is said to chase the moon across the sky at night. There are also stories of these gods being able to taint man into wolves as well.
