The Catholic Church is the mystical Body of Christ, as such, He is the head of the Church, and He sent His Holy Spirit to guide it always. Control of the Church, then, ultimately resides with God. Our Blessed Lord rules His Church through His Vicar on earth, the Holy Father in Rome. Ultimately, each individual is responsible for his own life, each Bishop controls his own diocese, but Our Lord has already won, and even though Satan is still the ruler of this world, and we all must fight sin and evil every day of our lives: in the end, Jesus Christ has won and everything is under His control.
