A driver can legally go NO faster than the posted limit. There is NO unwritten law or rule that says "Just ignore the sign we posted...we were just joking." If an officer wanted to he could pull a driver over for even 1 mile over the limit. So drivers can go ZERO over the limit on any roadway in the USA.

You certainly can go ten miles an hour over the speed limit. And the police can certainly give you a ticket for it. There is no requirement to give any leeway, 1 mph over is a violation.

Legally... zero. At three to five over, you may not be likely to be pulled over and cited, but that doesn't mean it can't happen - I've seen, for example, Raleigh PD pull over and cite people for going two to three mph over. The moment you exceed the speed limit, you're in violation.
