Mr. Radley caught the children trying to get a note to Boo Radley.
The children were trying to leave a letter for Boo Radley by attaching it to the end of a fishing pole and reaching his window. They wanted to communicate with Boo and involve him in their games.

Boo Radley caught Jem and Scout before they were able to leave the note for him in the knothole of the tree. He must have been watching over them and decided to intervene.
DILL
Scout and Jem try to get Boo Radley to come out by leaving a note, peeping through his window, and trying to invite him outside. However, these attempts do not work as Boo is shy and reclusive. Ultimately, Boo comes out to save the children from an attack by Bob Ewell, showing his bravery and true nature.

The children left a note for Boo Radley to thank him for saving them from Bob Ewell's attack and to show their appreciation for his kindness towards them. They wanted to reach out to him and show that they valued his protective presence in their lives.
Dill rings the bell to create a distraction and sneak the note into Boo Radley's house without being noticed by anyone. This way, they can communicate with Boo without anyone else knowing about it.
