Well there are lots of bases for our modern government today, not one person really chose it. For example, the ancient Greek and Roman civilizations made major contributions to our government and politics. They created codes of laws that we still use today. Also, we have the Bill of Rights, the Constitution, and many other legal documents that set the boundaries for government and lifestyle. And the government itself is made of the Legislative, Judicial, and Executive branches of government, that all have people that decide different things in the government. So no one person chose the government, lots of groups contributed to the making of it.
