The Aztecs first founded their capital city of Tenochtitlan in 1325 on the marshy islands of Lake Texcoco. When Hernan Cortes and his conquistadores conquered the Aztecs in 1521, they decided to found the capital of their new colony, the Viceroyalty of the New Spain, atop the ruins of Tenochtitlan.
By the time Mexico won its war of independence against Spain in 1821, Mexico City was already the economic, political and economic capital of Mexico. It was a natural decision to establish such city as the capital of the new nation.
Until the 1950's Mexico City was deemed as very livable and pollution-free. However, industrialization, demographic explosion and successive economic crises changed the city into the urban conglomerate it is today.
So, the problems currently affecting Mexico City are nobody's fault; just a lack of organization and prevision.
