The Roman government, through Pontius Pilate, was the immediate person who ordered it, the centurions (Roman soldiers) were the ones who enforced it. Every single human being on earth, through his own personal sin, is the reason that Jesus had to carry and die on the cross. In other words, you and I compelled Our Blessed Lord to carry His Cross.

Well, what he actually carried was the crosspiece of the cross - the upright was already in place on Calvary. He carried it because it was standard practice for the condemned to carry their own crosspiece up to Calvary. It was not a "special punishment" thought up just for Jesus, but it does show that the Romans regarded him as merely another common criminal.
