After the death of Ceasar, Mark Antony had the legal authority because he was the one remaining counsel. Once he had an assessment of the situation he had to walk a diplomatic tightrope between the factions and did the best he could in a very chaotic situation.

Immediately after Caesar's death, Mark Antony was in charge as he was Caesar's consul. Then Cicero got into the act, throwing his weight behind the conspirators. At this point Antony agreed with the Senate in declaring an amnesty for all involved in Caesar's assassination, provided that all of Caesar's reforms were approved and inacted by the Senate. Conspiators Brutus and Cassius were placed in control of Roman provinces. Both Brutus & Cassius were bent on restoring the "Republic" Theyraised armies inasmich as Octavian and Antony decided the the best course of action was make the Senate a non participant in Rome's affairs. Brutus & Cassius and their armies were defeated by Octavian & Antony. Cassius committed suicide and Brutus died in battle.

In addition Octavian arrived in Rome to claim his inheritance which included Caesar's army and political "clout" in addition to money and property. In this melee for power, Octavian began his political maneuvering, Antony was declared a public enemy, a mini civil war broke out, Antony was finally reconciled and the second triumvirate was formed.

To summarize: Brutus, Cassius, Antony and Octavian all were leaders attempting to take control of the Roman Empire.

The terms are optimates and populares, not optimists and populists. Optimates means 'the best men'. It was a traditionalist faction which wanted to preserve the pre-eminence of the aristocracy within the Romans institutions and favoured the economic interests of the aristocracy; hence 'best men.' Populares (sing popularis) means 'favouring the people' in the sense of being on the side of the people. This term cannot be equated to the modern term populist, which means trying to win popular support with policies designed to be popular.

Immediately after Julius Caesar's death Marc Antony was in charge, but he soon was ousted. Remember after Caesar's death Rome was in turmoil due mainly to the political wrangling between the Optimists and the Populists plus Octavian, who switched his allegiance to whatever side would benefit him. Ultimately Octavian and Antony fought the last civil war of the Republic and it was Octavian (later titled Augustus) who won total control.
