that's so simple the government controls the judges

Added: Perhaps in Ms. Rasheed's country the government controls the judges. However, in the US the judges are part of the Judicial Branch of the Government whose power is offset and equaled by both the Legislative Branch and Executive Branches of government.

In some states, judges occupy an elective office, and in those cases it can be said that the electorate (the voters) are also their 'bosses."

Depends on the judge. There are several types and each has a governing body so if there is a problem they answer to that body. The State bars also can censure or removed a judge. Some judge-ships are voted in by the people so they are also held accountable to the voter.
