Only citizens could participate in the Roman assemblies. This was because the assemblies were the bodies which actually passed the laws, as least idealistically. They were also the bodies which elected the officials.

The Roman assemblies have only existed for more than 2000 years. There were the Assembly of the Soldiers and the Assembly of the Tribes (constituencies) which were established by the 6th king of Rome during the period of the monarchy (753-509 BC). and the Plebeian Council, which was established in the early days of he period of the republic (509-27 BC). In the period of rule by emperors (27 BC - 476 AD) the assemblies were either made to decay or abolished.Nowadays, the city of Rome has a city council like all modern cities. It is composed of members of political parties.
