The Athenians struck a very rich lode of silver in the Sunion peninsula, and proposed dividing the spoils amongst the populace. A magistrate Themistocles persuaded the Assembly to vote to create a fleet as a defence, as it was known that the Persians were planning a major invasion of Greece after their punitive expedition in 490 BCE had been repulsed at Marathon.
