A 28-year-old man by the name of William Barton submitted a seal which originally included a rooster. Due to its difficulty to draw, William changed it to an eagle and submitted this design to the Second Continental Congress on May 9th, 1782.

Charles Thomson created the Great Seal of the United States with a bald eagle on it and then submitted it to Congress on June 20th, 1782. In the same year, the Continental Congress also decided that it should be the national bird and national symbol of the United States of America.
