The idea of having a unique capital city arose early in the nation's history, before the drafting of the Constitution. James Madison in particular, as a proponent of a strong, centralized federal government, argued that it would be beneficial to the nation to have a capital city which was under the jurisdiction only of the federal government - rather than Philadelphia, which was also under the jurisdiction of the state of Pennsylvania. In 1790, Congress passed an act which called for the establishing of a city along the Potomac, to be named in honor of George Washington.
