The usual answer is "the US Supreme Court", because the results were extraordinarily close and led to lawsuits ultimately decided in Bush v Gore in the high court. The 5-4 decision prevented planned manual recounts in the crucial state of Florida. Because the original tally favored George W. Bush, he was elected President over Democratic candidate Al Gore by the electoral college in the usual way after the Florida vote was allowed to stand without further recount.
