The North declared secession to be treasonous. The South maintained that the USA was a voluntary association of states, and that any state could leave the Union if it chose. On the morality of slavery, the Northern abolitionists (a minority, but an increasingly powerful one) declared that slavery was ungodly. The South argued that it was a perfect God-given arrangement of man and master. As the argument heated-up in the 1850's, church ministers on both sides were put under pressure to preach the relevant beliefs.

He did not recognise the right of the Southern states to secede, and that is why he never formally declared war - it would have meant recognising the Confederacy as a sovereign nation.
