Well Eidos used to make Tomb raider with a british video game studio they owned, core design. Then in 2003, Eidos moved development of the Tomb Raider franchise from Core design to Crystal dynamics, another studio owned by Eidos. So core design didn't sell or give tomb raider to crystal dynamics because Eidos owned both studios.
Not only was a tomb for Washington part of the design, it was built and it is still there today. The tomb is there, that is. Washington is not. The assassins tombs will appear as markers in your map (if you hit the back button there is a map of the whole city). just put the crosshair over an odd looking marker and it should say "assassin tomb".
