Sounds like a confusion of two names, Jefferson Davis and Winfield Scott.
Davis was the Southern president, and effectively General-in-Chief until near the end of the war. He sent Sidney Johnston to take command of the Confederate armies in the West - a brilliant soldier, killed in the first big battle.
Winfield Scott was General-in-Chief of the Union (Northern) armies at the beginning of the war. He divided western command between Henry Halleck and Don Carlos Buell, before his own enforced retirement through old age and infirmity.
