The Declaration was an open letter to the king laying out the reasons why the colonies were seeking independence. It applied to all 13 colonies and declared them to be "free and independent " from the crown.

Declaration and SlaveryIn his original draft of the Declaration, Jefferson has listed the last grievance against the King of Great Britain as allowing slavery and the slave trade to continue and condemned the King for offering freedom to slaves who would fight on the side of Great Britain. The section dealing with slavery was removed because of the objections of the delegates from the southern states who attended the Congress. It was believed that it was better to remove the section dealing with slavery and gain the support for independence from the southern states, than risk a long debate over the issue of slavery even before independence had been won from England.
"Freeborn white men" were the class that Jefferson would have referred to, since the concept of slavery was still viable in Europe in the 18th century. Later leaders, including Abraham Lincoln, questioned how human rights would not apply equally to slaves.
Benjamin Franklin was sent to France to apply for assistance in the American colonies' Revolutionary war with Britain .
It applies to Americans today, because it tells us our natural rights, and how many things Britain has done and lastly our independence.

As I know from reading a biography of John Adams by David McCullough, both Benjamin Franklin and John Adams worked with Jefferson to create the Declaration of Independence. Thomas Jefferson wrote majority of the document all on his own, but both Franklin and Adams helped to direct the document to apply to all types of religions and people. Jefferson originally had the claim, "we hold these truths to be true before God." Franklin, feeling that the line was a little too direct, changed the sentence to "we hold these truths to be self-evident."
