The proclamation was made by colonial Governor William Bradford, who was elected the leader of the Plymouth colony after John Carver died in the winter of 1620-1621, along with nearly half of the colonists.

A description of the first Thanksgiving of 1621 might have been reverses of each other in Native American and Pilgrim history books. The Pilgrims would have written about the different appearance, attire, attitudes, behavior, customs, foods, and preferences of their Indian guests. The Native American book would have focused on the same things about their Pilgrim hosts.

Native American rarely ate turkeys. In fact there was no turkey in 1621.
In the following summer after the 'Pilgrim Fathers and their families had arrived in America in 1620, Native Americans showed them what foods were safe to eat, and how to store food for the next winter. They held a celebration to thank God and the Native Americans that they were able to survive. (Previously, during the first winter many of the new arrivals died.)
On March 16, 1621, only about 4 months after landing at Plymouth Rock and setting up their new colony in what was then called Plymouth Colony (Now Massachusetts and Maine) the Pilgrims that had traveled across the Atlantic on the Mayflower had their first friendly contact with a Native person.
