A union contractor probably won't hire non-union. The union may by its rules affect the member's pension (offsetting benefits by non-union pay) or perhaps the member's membership benefits or social pressure. No, they don't. I work with King Soopers. Im 17, but I know that they don't hire 14 year olds. The cut-off is 15; its labor laws. If they hire you, the state and union can shut down the store and they will be fined heavily.
If a business and a worker's union cannot come to an agreement, the business might hire other nonunion people to work at the business. This a form of lockout used to make the union bend to the wishes of the business. It can be a very dangerous venture, however.
