This would be a complete matter of opinion. Bluestar had a prophecy about her, and she was destined to become leader of ThunderClan. But she had kits, and queens could not be made deputy, and even worse, Thistleclaw would have been made deputy. She did not want to give up her kits, but Goosefeather had told her, "These kits are not part of the prophecy" so she had no choice but to give them to Oakheart.

Thistleclaw, a cat who Bluestar's sister, Snowfur, was in love with and who was also Whitestorm's father mentored Tigerstar. He was the one who made him attack Tiny/Scourge when he was a kit and he was the one who made him so ambitious.

In the series Warriors by Erin Hunter can queens be deputy?
No the queens can not be deputies that's why Bluestar gave up her kits. She did not give them up, she gave them to their father! And the queens can be deputy, just not when their nursing or expecting kits! Edit: There's nothing in the warrior code that says queens cannot be deputy (or leader), so a queen could be in one of these positions, in theory. In practice, a queen likely could not perform deputy duties, and would likely not be accepted by the Clan. This is why Bluestar gave her kits to Oakheart; she was afraid that she would not be chosen as deputy if she had kits to take up her attention, and Thistleclaw would instead become deputy.
