The ampere wasn't really discovered. It is the word given to the unit of electrical current. It is named after André-Marie Ampère (1775-1836), a French physicist that found the science of electromagnetism.

In 1820, Ampère performed a series of experiments. These experiments led him to formulate the law of electromagnetism, named after him, Ampère's law, that mathematically shows the magnetic force between two electrical currents.
