I don't have an "official" answer, but we go to Kauai often, and the monk seals often come up on to the sand to nap. If nobody bothers them, they are fine...but of course most people either want to go up and touch them (no!) or think they are hurt, so they freak out. We let the lifeguards know, and they put caution tape around them. There are usually volunteers from protection groups who take care of this as well. Then the seals can peacefully bask in the sun all afternoon, which is the whole reason they came up on the sand anyway. :-)
