If your complaint is directed to a large company or corporation, you can start by calling their 800 customer service line to ask to whom to direct your letter. If that is not successful or if you don't have a customer service number, direct your letter to the director of customer service or just the customer service department.

If your complaint is directed to a local business, call them and ask for the name of the owner or the manager. You don't need to tell why you need the information. If you can't get the name, write the letter to the attention of the manager of the business.

If your complaint is directed to something other than a business, the appropriate person to sent the complaint would be the highest ranking person at that organization; the principal of a school, the head of the school board, the head minister or equivalent of a religious organization, etc. Most nonprofit and community organizations have a director and most local governments have listings of heads of departments. Use these resources to find the appropriate person to receive your letter.
