Definitely Augustus Caesar was the better ruler. Julius, for the brief time he held power was arrogant and autocratic. He had no patience with anyone debating or disagreeing with him. Augustus was more subtle, brought about change gradually and made his changes in a way that made it seem as if they grew out of the republican traditions.
I would have to say that Augustus was more important because he started the Roman Empire on a stable footing, and ushered in the Pax Romana.
Roman writings and statuary give the best clues. Julius was tall for a Roman, and handsome in a regal sort of way, although he was balding. Augustus was short, even for a Roman, and more of a pretty boy. Think of Julius as the Sean Connery type, and Augustus as the Tom Cruise type, and you'll have a fairly good idea. And remember that handsome is as handsome does.

Gaius Julius Caesar Octavianus Augustus. He is called variously, Octavian, Caesar Augustus, Augustus Caesar, or just simply Augustus. He was the grand nephew of Julius Caesar, who died without legitimate heirs. He inherited when Julius Caesar was assassinated in 44 B.C. E., and died in 14 C.E. He was the first Emperor of Rome.
Julius Caesar was probably one of the best generals in history, but an ill fated and stuborn politician. Augustus was just the opposite. He did not posses much general skills having his close friends and able generals win battles for him, like Agrippa at the battle of Actium. However he was one of the most able and skilled politicians and reformators in history.

Just think of the months, it will help. Or use wikipedia.

Restoring peace and stability after a century of civil wars.
He was an excellent leader, a strategic leader.(how he made the people think he was humble by refusing the crown). And he cares about the people of Rome. hope this helps

i think it was Ramses the 3rd, but no, Ramesses was Egyptian, not Roman. It would be a toss up between Julius Caesar and Augustus for the most famous ruler.
