Joseph E. Johnston of Virginia was the highest ranking US military officer to resign his commission and take command of a Southern army. He led the Army of the Shenandoah to reinforce General P.T. Beauregard's forces at the First Battle of Bull Run on July 21, 1861, where the total Confederate forces numbered about 32,000 men.
England has armed forces. The armed forces are commonly known as the British Armed Forces. The British armed forces consist of the Royal Navy and Royal Marine Corps, the British Army and the Royal Air Force.
American forces on Omaha and Utah beaches, British forces on Gold and Sword beaches, Canadian forces on Juno beach. German and French forces defending.
In general military forces are made up of the citizens of a nation who either volunteer to serve in their forces or are conscripted to serve in the forces. In the US the forces are made up of the enlisted and the commissioned officers and the Secretary of the Armed Forces and the Chief (the President of the US). In the United Kingdom the Royal Forces belong to the Queen of the kingdom and are responsible to her or the King when there is one. The forces consist of enlisted people and the officers and the Admiralty. In Israel the forces are conscripted and there are those who enlist. They too have enlisted, conscripted and commissioned officers. During World War 2 there were also drafted/conscripted men in the forces because they needed millions of men for all the forces. After the Viet Nam War the US chose to have only enlisted personnel and commissioned officers but they reserved the right to enact the draft again if it was necessary. The men have to register for the draft even though they may not ever be drafted. Military forces consist of Naval forces, Aviation forces such as the US Air Force or the Royal Air Force, Army forces, Marine forces, recon forces (special forces), Coast Guard forces, and some countries have special intelligence forces. All these military type forces have their own structures and units. Some countries only have one military because they are too small a country or too poor.
The president.

Yes, he was a corporal in the German army in WW1. This is a low ranking noncommissioned officer in the armed forces.
Actually the ranking in the Australian police differs mainly between the forces of the state itself and forces provided by the territory. So by the end of the day no general statement can be made.
