He really has nobody to report to. Nobody evaluates his work or offers him merit pay raises . His only required duty is to chair the US Senate and j that ob is mostly ceremonial. The president may offer him an assignment on on occasion but he can refuse them if he wishes if he has no ambition for further office and no reason that he wants to keep himself in the public eye.
