The Radical Republicans under House Speaker Thaddeus Stevens.
Lincoln wanted the readmission of the ex-confederate states to happen as quickly as possible. Many felt that Lincoln's reconstruction policy was not harsh enough.
The last former Confederate state to be readmitted to the Union was Georgia, which was readmitted on July 15, 1870. The process of readmission for the Southern states occurred during Reconstruction, following the Civil War, and involved various political and social reforms. The final states—Tennessee, Arkansas, North Carolina, Louisiana, South Carolina, Alabama, Mississippi, and Georgia—were readmitted between 1866 and 1870.
Former Confederate states had to take several steps to gain readmission to the Union during the Reconstruction era. One key requirement was the ratification of the 14th Amendment, which granted citizenship and equal protection under the law to all persons born or naturalized in the United States. Additionally, states were often required to create new constitutions that guaranteed voting rights to all men, regardless of race. Compliance with these conditions was necessary for their reentry into the Union.
The Constitution provided no guidance on secession or readmission of states.

Tennessee was the only Confederate state not placed in a military district during the Reconstruction era. After the Civil War, it was the first state to be readmitted to the Union in 1866, which exempted it from military oversight that was imposed on other former Confederate states. This early readmission allowed Tennessee to bypass some of the Reconstruction policies that affected its counterparts.

A) The deep differences between President Lincoln and Congress I think this is right
The former Confederate States had never actually left the Union.
That is not true...when the representatives of the defeated Confederate states went to Congress in late 1865, they were turned away. It was not until their states had ratified the 13th and 14th amendments to the Constitution were the representatives allowed to return to the US Congress.
