"Who founded Saskatchewan" is a very loose question as Saskatchewan didn't come into existence until it split from the Northwest Territories on September 1, 1905 officially becoming a province of Canada. In which case, the sitting Prime Minister of Canada (Sir Wilfred Laurier) or the first Premier of Saskatchewan (Sir Walter Scott) could be accredited with "founding" Saskatchewan. However, historically speaking, the first permanent European settlement was a Hudson's Bay Company post located at Cumberland House founded in 1774 by Samuel Hearne.
