The Morrill Act stated that each state would be given 30,000 acres of federal land for each member of Congress the state had as of 1860. This land was to be used to build a public college that taught agricultural, industrial and military classes. One of the most prominent people involved with the founding of Ohio State was Rutherford B. Hayes who was Ohio's governor at the time.
