Pennsylvania was called a holy experiment because a bunch of Quakers decided to experiment (it was holy because it was just Quakers) and try to make a community in what is now Pennsylvania.

Penn's woods or currently Pennsylvania is associated with the Holy Experiment of the Quakers in the mid 17th century.
holy experiment
I do not know of any "Holly experiment", however:The "Holy Experiment" was an attempt by the Religious Society of Friends (Quakers) to establish a community for themselves in Pennsylvania.
PENNSYLVANIA
Pennsylvania was founded in 1681.
New Hampshire, Rhode Island and Connecticut were all founded because of religious intolerance.
Pennsylvania colony was founded in the year of 1681 by William Penn.
William Penn founded Pennsylvania. Eventually, Delaware would break off from it. Penn believed in religious toleration and called Pennsylvania the 'holy experiment'. He created a written constitution for the colony that amazingly limited the power of government. It also called for freedom of the press and the right to own private property. In this way, Pennsylvania had many of the rights and liberties that would later be granted the citizens of the United States through its constitution.
